Here's the dilemma: (we just moved into a new house and the windows are all sorts of crank angle, I do not know the technical term) so that the window AC units do not work. Instead of buying a new (what we in the last year we moved to the front) ... Is a unit of the platform of the window, working as a free standing air conditioner?

Yes, I'm sure it can technically, but the cold air makes the creation of the AC itself and the heat is escaping through a window heat, so you may be able to manipulate, with a unit from a rack of some sort, perhaps not worht the effort, because the heat generated hinder its effectiveness first.
